Walkthrough
Step 1
Talk to Robust Yady (235,51) and he will give you the Militia's Flag 
.
Step 2
Take the Militia's Flag to the small island (bottom left of screen) in Cherry Village and place it in the Pirate's Camp (49,10) on the torch-like thing.
Step 3
Return and report to Robust Yady.
